Our aged care programs support older people from diverse cultural backgrounds to live independently and enjoy a better quality of life at home. Our services are delivered through the Commonwealth Home Support Program (CHSP) and the Support at Home Program (SAH). Our services are culturally sensitive and recognise the unique role that language, ethnicity, religion and culture play as a person grows older.

Our Aged Care Service staff speak 86 languages and can help guide you through the assessment process. If we don’t have an employee who speaks your language, a professional interpreter can be provided upon request.

In order to access the Commonwealth Home Support Programme (CHSP) and the Support at Home (SAH) program, you need to pass the eligibility criteria and be assessed by My Aged Care.

To be eligible, you must be:

  • Aged 65 years or over, or
  • Aged 50 years or over if you are an Aboriginal or Torres Strait Islander person, or
  • Aged 50 years or over, on a low income, and homeless or at risk of homelessness.

From 1 November 2025, the Home Care Package (HCP) program has transitioned to the new Support at Home program.

The Support at Home (SAH) program is one of the most significant aged care reforms introduced by the Australian Government. As part of the broader 2025 aged care reform, it aims to create a fairer, simpler, and more transparent system that gives you greater flexibility and choice. With SAH, you can select the services that best suit your needs within your approved budget, allowing for more personalised, flexible, and culturally sensitive care.

All of MSC’s existing Home Care Package clients will automatically transition to the new Support at Home program, with their current services continuing as usual. We understand that everyone is concerned about how SAH will work, but we want to assure you that your care and our services to you will not suddenly stop or change overnight.

Our Care Partnership team is here to assist you with:

  • Understanding how the new program works
  • Reviewing your existing services and care plan
  • Accessing your service agreement, budget, and fee schedule
No package management fees

MSC will not charge any fees for managing your funds.

Care management capped at 10%

We work with you to plan and coordinate your services. This includes developing and reviewing your care plan, updating your budget as needs change, and supporting the management of your services. The care management fee is capped at 10%.

No entry or exit fees

Switching providers is completely free — you won’t be charged any entry or exit fees.

Pricing caps from 1 July 2026

Standardised pricing will be introduced across all services, ensuring fairness and transparency for everyone.

Aged care supplements retained

Existing supplements will remain available, including supports for dementia, veterans, oxygen, and external feeding.

Expanded classification system

The new system includes eight clearly defined levels to better match services to your care needs.

Quarterly budgets

Your annual budget will now be provided quarterly. Unspent funds will be limited to either $1,000 or 10% of your quarterly budget, whichever is higher.

Contribution rates

If you were approved for aged care under a Home Care Package (HCP) before 12 September 2024, your payment arrangements will remain the same under the “no-worse-off” policy. For those approved after this date, a contribution may apply for certain supports and activities, depending on your income and assets assessment by Services Australia.

The Support at Home program is designed to help you live well and independently at home by providing support across a range of daily needs. Services are grouped into three main categories, each with its own contribution requirements, determined by your income and assets assessment through Services Australia.

Clinical Care
  • Health-focused services, including nursing, physiotherapy, and other clinical supports, are delivered by MSC.
  • Participant contribution: Fully covered by the government. Most participants do not pay anything for these services.
Independence Support
  • Services that help you maintain your independence, including personal care, therapeutic services, transport assistance and assistive technology.
  • Participant contribution: You may pay part of the service cost, with the remainder funded by the government.
Everyday Living
  • Services that help with day-to-day tasks, such as domestic assistance, meal preparation, and gardening.
  • Participant contribution: Participants contribute a larger portion of the cost for these non-clinical services. MSC will provide clear information about the contributions required for your services.
Specialised Funding

Funding for Assistive Technology and Home Modifications is subject to assessment and eligibility. This funding is separate from your main Support at Home care budget. It can be used to cover mobility aids, home safety modifications, and communication devices to support safer, more comfortable daily living.

The Commonwealth Home Support Program provides entry-level support to help older Australians live safely and independently at home. It’s designed to make daily life easier by offering practical assistance where you need it most, such as help with cleaning, meal preparation, transport, or joining social activities, so you can stay active, connected, and confident in your own home.

Nursing Care

Clinical support at home from qualified nurses. Services may include wound care, medication management, health monitoring, and other nursing tasks to help you stay healthy and independent at home.

Personal Care

Supports you to live independently by assisting with everyday activities at home. This may include help with showering or bathing, standby support to get in and out of the shower, dressing, small meal preparation, welfare checks, and medication reminders or assistance. These services are designed to help you stay comfortable, confident, and safe in your daily routine.

Domestic Assistance

Supports may include light cleaning, mopping and sweeping, taking out the rubbish, grocery shopping, and checking that food in the fridge is fresh. This service is designed to help you keep your home clean, tidy, and easy to live in.

Meal Preparation

Helps you stay healthy and well-nourished by supporting meal preparation and access to nutritious food. Assistance may include chopping vegetables, preparing culturally appropriate meals, or providing texture-modified food for swallowing difficulties, ensuring you continue to eat well and stay hydrated.

Social Support and Community Engagement

Helps you maintain social and cultural connections through group or individual activities, accompanied outings, and digital support, such as help with video calls. It can also include cultural engagement and assistance with personal affairs, helping you stay active, connected, and involved in your community.

Home or Community General Respite

Respite care offers short-term support for you and your carer, offering both of you a chance to rest. Available at home, in a community centre, or an aged care home, during the day or overnight, it includes flexible and community-based respite options.

We provide social activities at our Day Centres located in Morley, Manning, Willetton, Westminster and Langford. Our Day Centres offer a safe and secure environment where you can connect with friends, build new friendships and enjoy a range of activities in a social setting.  We support your wellbeing by connecting you with people from your cultural community.  

Our Day Centres offer:

  • Outings and Day Trips: Exciting trips and outings for a day of socialisation, engagement and connection. Transport is included as part of the monthly day trips, with a cost for meals.
  • Exercise: Start your day with some light (and light-hearted) movement from stretching, yoga, to chair hip hop. There’s something for all abilities.
  • Guest Speakers: We invite engaging and knowledgeable speakers to share stories and educational content, especially around health, wellbeing, and staying active as we age.
  • Entertainment: Come along for dance music and performances from visiting entertainers.
  • Games: Enjoy a variety of stimulating games with your friends to keep your mind active and sharp.
  • Cultural Festivities & Birthdays: Celebrate cultural festivities and birthdays with music and cake.
  • Arts & Crafts: Explore your creativity as you paint, draw and craft. 
  • BBQs and picnics: Soak up some sun and enjoy a relaxed lunch outdoors with our regular BBQs and picnics in Spring and Summer. 
  • Refreshments and meals: Morning tea is provided daily at no charge. For a small cost, you can enjoy a freshly prepared meal made with care.  
  • Day Centre transportation: Transport from your home to the Day Centre can be provided (via a CHSP referral or through the HCP funding).
